The City of Casper has hired a chief financial officer and the new position will be revenue neutral, according to a news release from the city manager's office on Tuesday.

Tom Pitlick will begin his tenure as new financial services director on Monday.

When City Manager Carter Napier was hired, he said he intended to bring back a chief financial officer the city's core management team.

“For an organization that is as sophisticated and deals with as many services and the volume of tax dollars that we do, not to have a CFO, in my estimation, is a huge vulnerability,” Napier said in the news release.

Pitlick knows cities experiencing economic downturns.

He worked for the City of Gillette since 2009 when Napier was that city's manager.

Before that, he worked as finance director for Pierre, S.D.

Former City Manager V.H. McDonald had that kind of financial expertise.

After he resigned, Liz Becher and Tracey Belser were named assistant city managers.

They returned to their former department jobs after Napier was hired. Those moves freed the money to pay for the chief financial officer position, according to the news release.
