Agencies investigating the fatal shooting of a man by two Casper Police officers in east Casper on Sunday are tentatively saying the officers acted within bounds, according to a news release from the police department.

"Although a thorough and exhaustive investigation and review of this event continues at the Casper Police Department, based upon the information available at this preliminary stage, there are no indicators that the officers acted outside of policy or outside of established laws governing the police use of force," according to the news release Friday.

The incident happened when officers responded to a call late Sunday at the Loaf 'n Jug, 1510 Centennial Court, according to police records.

The female clerk told dispatch a man came into the store wielding a sword and had threatened her. He physically assaulted her. The man left the store. The clerk did not receive any injuries requiring immediate medical attention.

About 11:39 p.m., officers confronted the man with the sword in the 3800 block of East 15th Street several hundred yards away from the store.

During the confrontation, officers fired their service weapons at him. They gave medical attention to the man, who died at the scene. He was later identified as Douglas One Year, 36.

The department also released the names of the officers. They are J. Schlager, who has been with the department since 2015, and C. Meyers, who has been with the department since 2016.

Agencies investigating the incident include the Police Department, the Natrona County District Attorney’s Office, the Wyoming Division of Criminal Investigation, and agencies such as those conducting medical/autopsy examinations. For consistency and transparency, DCI remains the primary investigating agency.

The department's internal affairs investigation and an incident review have yet to be completed. A critical incident debrief for has been scheduled and will be led by professionals for all involved citizens and emergency response personnel.

"The Casper Police Department is mindful that events like this are both tragic and traumatic for everyone involved," according to the news release. "The family and friends of Mr. One Year, as well as the involved Officers and their families, have all been deeply impacted by this incident, as has the community as a whole."

As such, the department wants the community to exercise compassion and understanding for the officers and the family of One Year.
