A former contract Health Services Administrator at Casper Re-Entry Center is accused of having an illegal sexual relationship with an inmate.

Andrea Nicole Morgan, 45, pleaded not guilty Friday morning in Natrona County District Court to one count of second-degree sexual assault and one count of third-degree sexual assault. She could face two to 35 years in prison and $20,000 in fines if convicted on both counts.

A sergeant with the Wyoming Department of Corrections began investigating in April 2016. Morgan claimed the victim was her boyfriend, but it was a new relationship.

The next day, the investigator met with CRC employees and inmates who reportedly said the victim spent a significant amount of time in the medical department with Morgan. Some of the people interviewed discussed the victim and Morgan sharing lunches and other food together, which was against facility rules.

In early March 2016, Morgan submitted her resignation as Health Services Administrator effective April 1, 2016.

Morgan reportedly told the investigator that at her request, her parents picked the victim up from CRC and she let the victim stay with her for a couple of days following his release from CRC on March 30, 2016.

She maintained said she had no sexual contact with the victim, and did not so much as kiss him or hold his hand. Morgan also said she had no plans to be with the victim before his release.

The victim, in his interview with the investigator, contradicted Morgan's claims, saying the two had kissed numerous times at CRC.

About a week later, on April 28, Morgan was interviewed by a different investigator and reportedly admitted she had sexually touched the victim at CRC sometime before Christmas 2015.

She also allegedly admitted to having sex with the victim the night he was released from CRC -- March 30, 2016 -- at which time the victim was still on probation.

The victim later corroborated Morgan's alleged admission to the sexual touching.

Morgan remains free on $5,000 bond pending trial.
