Cheyenne Transient Gets 8-12 Years in August 2023 Beating Death
A Cheyenne transient who pleaded guilty to involuntary manslaughter in the August 2023 beating death of another Cheyenne transient will spend the next several years in prison.
Laramie County District Court Judge Catherine R. Rogers on Tuesday, Oct. 29 sentenced Russell Perry to eight to 12 years for the beating death of 50-year-old Stacey "Jason" Mullen.
Case Background
Mullen was found unresponsive near the dam on Crystal Lake Reservoir in Curt Gowdy State Park on the morning of Aug. 20, 2023.
He was taken to Cheyenne Regional Medical Center and later transferred to Swedish Medical Center in Englewood, Colorado, where he died from his injuries on Aug. 27.
The Laramie County Sheriff's Office launched a homicide investigation and on Jan. 11 announced they had arrested 55-year-old Gizell Kellum and 54-year-old Russell Perry for manslaughter.
According to Perry's booking sheet, detectives determined Mullen was physically assaulted by Perry, after which, he and Kellum transported Mullen to the park.
The Laramie County District Attorney's Office charged Perry with voluntary manslaughter and Kellum with accessory, both felonies.
In July, Perry pleaded guilty to an amended charge of involuntary manslaughter.
Detectives Recognized
The Sheriff's Office in a Facebook post on Wednesday afternoon recognized Detectives Delcamp and Dudley for their work on the case as well as another homicide case that took place in the county that week.
"Ironically, half of the LCSO’s detective division (was) out of state attending a homicide class," the post reads. "(Detectives) Delcamp and Dudley invested hundreds of hours into these cases, successfully (bringing) the matters to resolution."
