According to an affidavit of probable cause, Casper police were notified of a crash between a motorcycle and a minivan at roughly 4 p.m. on November 7 at the intersection of 3rd and Country Club.

Kessel was driving the minivan. The motorcyclist was identified as Cruz Paulsen.

The affidavit states police learned that Kessel was turning onto 3rd street and did not stop for Paulsen. Paulsen collided with Kessel's minivan.

Paulsen suffered extensive head injuries and was pronounced dead at Wyoming Medical Center.

Court documents state Kessel told investigators that she drank a mixture of Mountain Dew and vodka throughout the day, but wasn't intoxicated.

The affidavit states Kessel failed field sobriety tests. She consented to a blood draw roughly 90 minutes after the incident which resulted in a BAC of .211 g/100ml.
