A traffic stop last week resulted in Wyoming Highway Patrol troopers finding three pounds of methamphetamine in a car.

Lor Kou, Mee Mee Htoo and Poe Lu were arrested just after noon Thursday. They are each charged with possessing a felony amount of methamphetamine, possession of methamphetamine with intent to deliver and conspiracy to deliver methamphetamine.

If convicted of all charges, they each face up to 47 years behind bars.

According to court documents, the events in the case began Thursday when a WHP trooper was performing a traffic stop on Wyoming 220 south of Casper. Another trooper observed a grey 2005 Honda Acura with Minnesota plates drive by the stopped trooper without moving over.

When a trooper stopped the vehicle for a lane use violation, the driver, identified as Lu, was extremely nervous. Kou pretended to be asleep in the back seat.

Htoo told troopers that the three had been in California, but Lu denied that.

Troopers called a drug-sniffing dog to the scene which detected drugs in the Acura. Authorities then found a bag containing suspected methamphetamine.

Kou, Htoo and Lu were transported to the Casper Wyoming Division of Criminal Investigation office. There, special agents learned that the three left Walnut Grove, Minnesota at roughly midnight on April 8 headed for California.

When they reached Sacramento, California, Lu gave Kou $9,000 to purchase three pounds of methamphetamine. The methamphetamine's source was known only to Kou. Kou was to receive $2,000 for arranging the deal.

Lu and Htoo used $5,000 of their tax return money and $4,000 from an unknown source to purchase the methamphetamine. Kou was to distribute the methamphetamine and Lu was hoping to get $6,000 for each pound of methamphetamine.

All three are being held at the Natrona County Detention Center on $50,000 bond.
