Two adults were arrested Sunday and a child was taken into protective custody after Casper police officers allegedly found methamphetamine and marijuana inside a home where a young child lived.

Virginia M. Villa, 28, and Ronny Bay, 44, were each booked into jail on recommended charges of methamphetamine possession, marijuana possession and child endangerment with methamphetamine. They will likely make their initial appearances in Natrona County Circuit Court at 2 p.m. Monday.

According to an affidavit of probable cause, police officers were called to an apartment in the 800 Block of East Third shortly before 9:30 a.m. Sunday for a report that children were living in a dirty home where methamphetamine was present.

The woman who answered the door said she was caring for the children and had already been drinking alcohol. She allowed officers to enter the home and ensure it was safe for children.

Police noted marijuana paraphernalia in plain view inside a room with a racecar bed. Further into the home, an officer found a woman sleeping in a toddler-sized bed with a small child.

Bay arrived at the home shortly thereafter and told police that he occasionally smoked marijuana, according to the affidavit. He denied the paraphernalia belonged to him.

Bay allowed an officer to search the home. The officer found two jeweler's bags inside a nightstand, and Bay reportedly asked her to stop searching.

Bay said the bags were old and that he had last used methamphetamine over two weeks prior.

While officers tried to find a judge to consider a search warrant, Villa arrived at the home. She allegedly admitted to using methamphetamine and marijuana on a regular basis, and said she lived in the apartment.

Police believed there were additional drugs inside the apartment. They arrested both Villa and Bay, then took the child into protective custody.

That afternoon, police returned to the apartment with a signed search warrant and allegedly found methamphetamine inside a locked safe.
