A Casper man, who police say has at least six prior driving under the influence convictions, was arrested on recommended DUI charges over the weekend.

At least three of those occurred within the last 10 years, according to an affidavit of probable cause.

At roughly 11 p.m. Saturday, Casper police responded to a reported disturbance in the 3100 block of Aspen drive. A police officer spoke with Freddy Fernandez, who could barely walk. The officer told Fernandez he was "far too drunk" to be driving and Fernandez agreed, allegedly citing his suspended license for three previous DUIs.

A police officer gave a woman at the Aspen residence a ride to a home on South Lincoln.

About an hour later, just after midnight Sunday, officers were again called to the Aspen address after Fernandez allegedly left the area in a dark truck. A Casper police officer suspected that Fernandez was heading to the South Lincoln home.

When the officer got to South Lincoln, he arrived to see Fernandez staggering across the front lawn before sitting on the porch, according to the affidavit.

Fernandez's breath allegedly "reeked" of an alcoholic beverage and he was slurring his words, could barely stand and allegedly admitted to being too drunk to drive. In the affidavit, a police officer notes that Fernandez has at least six prior lifetime DUI convictions.

In addition to the DUI charge, police also recommended driving without an interlock device, driving under suspension and interference charges.

After police arrested Fernandez and took him to the Natrona County Detention Center, Fernandez allegedly refused to take any type of chemical test. A police officer received a search warrant for a nurse to draw Fernandez's blood, but Fernandez still refused and requested his attorney, the affidavit alleges.

Fernandez then blew toward an officer and said, "There, you have my breath," according to the affidavit.

If he is convicted, Sunday morning's would mark Fernandez's fourth DUI in 10 years. He was convicted in April and September of 2017 and received his third in September 2018, according to the affidavit.

Fernandez is expected to make his initial court appearance Monday afternoon.
