Casper police officers on Monday arrested a woman after she rear-ended another vehicle, leading authorities to discover drug paraphernalia inside her vehicle.

Angela Anne Springer, 38, was booked into jail on recommended charges of methamphetamine possession as a third or subsequent offense, marijuana possession, driving under the influence of a controlled substance, hit and run, and no proof of insurance. She will likely make her initial appearance in Natrona County Circuit Court at 2 p.m. Tuesday.

According to an affidavit of probable cause, Springer was driving southbound on Center Street shortly after 1:30 p.m. Monday when she rear-ended another vehicle that had been stopped at a red light at the B Street intersection. Springer told police that her foot had slipped off the brake.

An officer reportedly smelled a strong odor of marijuana coming from Springer and her vehicle as soon as he arrived at the scene. Springer allegedly behaved in a suspicious manner and repeatedly did not follow police instructions.

An officer who had been certified as a drug recognition expert arrived at the scene and determined that Springer was under the influence of a controlled substance other than alcohol. Springer was arrested at that time.

Springer reportedly became nervous and refused to have male officers search her. She was adamant that officers not touch her backside. A search was performed in view of an in-car police camera, and during that search an officer found a socket containing suspected burnt marijuana.

Since Springer was on probation, probation and parole responded to the scene as well. A search of Springer's vehicle turned up a glass pipe with burnt methamphetamine inside.

After being taken to jail, Springer admitted that she had smoked marijuana roughly two to three hours before the crash.

While at the jail, deputies found a small purse containing two suspected marijuana pipes and a small plastic bin containing marijuana shake.
